CITY COMMISSION MEETING

Vice Mayor Varnadore called the meeting to order at 7:00 p.m., followed by a moment of silence and the Pledge of Allegiance.
All persons intending to address the City Commission were duly sworn.
1. CITY COMMISSION AGENDA APPROVAL
Motion: Commissioner Cornwell moved, Commissioner Davis seconded, and the motion carried 5-0 to approve the March 2, 2020 Commission Agenda.
Chief Tyler gave an update on the Coronavirus and the prevention measures that need to be taken, i.e. handwashing, covering mouth and face when cough/sneeze, stay home when sick. Two confirmed cases have been reported in Manatee and Hillsborough Counties.
2. PUBLIC COMMENT
Lynn Meier, resident, is still waiting for more information on sewer spills and backup on her roads.
Mr. Tusing is to send out an email on the progression of the Town Hall Q&A. He was under the impression that the only outlier was in regards to canal ownership.
3. CONSENT AGENDA APPROVAL
A. Special Function Permit: Jerry Hill Kids Fishing Tournament May 9, 2020
B. Special Function Permit: Jupiter Marine Family Day Oct. 3, 2020
C. Special Function Permit: Historical Park Christmas in the Park Dec. 5, 2020
D. Surplus Tangible Property
Motion: Commissioner Cornwell moved, Commissioner Davis seconded, and the motion carried 5-0 to approve the March 2, 2020 Consent Agenda.
4. FIRST READ ORDINANCE 2020-05 PERSONNEL POLICY
AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF PALMETTO, FLORIDA, PROVIDING FOR FINDINGS OF FACT; PROVIDING FOR AMENDMENT OF THE CITY CODE OF ORDINANCES TO REPEAL THE EXISTING PERSONNEL POLICY AND AMEND THE CODE TO ALLOW ADOPTION OF FUTURE PERSONNEL POLICIES BY RESOLUTION; PROVIDING FOR THE REPEAL OF PALMETTO CITY ORDINANCE 2013-16 OF THE CITY OF PALMETTO CODE OF ORDINANCES; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.
Motion: Commissioner Cornwell moved, Commissioner Davis seconded, and the motion carried 5-0 to approve the first read for Ordinance 2020-05 and schedule a public hearing for March 23, 2020 at 7:00 p.m. or as soon thereafter as same can be heard in these Chambers and direct staff to advertise for same.
5. FIRST READ ORDINANCE 2020-02 REZONE
AN ORDINANCE OF THE CITY OF PALMETTO, FLORIDA REZONING APPROXIMATELY .4488 ACRES OF PROPERTY GENERALLY LOCATED AT 526 9TH AVENUE WEST, PALMETTO, FLORIDA, FROM CITY ZONING RM-6 (MULTI-FAMILY RESIDENTIAL) TO CITY ZONING CC, (COMMERCIAL CORE), AND AS MORE PARTICULARLY DESCRIBED IN THIS ORDINANCE; PROVIDING FOR SEVERABILITY, AND AN EFFECTIVE DATE. (CASIQUE, LLC).
Motion: Commissioner Williams moved, Commissioner Davis seconded, and the motion carried 5-0 to approve the first read for Ordinance 2020-02 and authorize staff to advertise for the appropriate public hearings.

Mr. Tusing—CSX is fixing the railroad crossings and has replaced the crossing at 2nd Avenue; he is working on paving because of the abrupt transition this caused.
In regards to 7th Street and 8th Avenue, the road should be opened back up to traffic
Mr. Freeman—the IT Department has looked into the internet circuit for City. IT is looking to choose Spectrum to add the second internet circuit.

Commissioner Davis—asked Mr. Tusing to look at the trees along the right-of-way at 12th Street and 24th Avenue.
Commissioner Varnadore—mentioned that the MPO Transform survey (as previously mentioned) can also be found on Facebook and Instagram.
Vice Mayor Varnadore adjourned the meeting at 7:20 p.m.
