CITY COMMISSION MEETING

This Commission Meeting was conducted utilizing Communications Media Technology in accordance with the Governor’s Executive Order. Some Elected Officials and Staff members were present in the Commission Chambers while others were present via the Zoom application to respect the social distancing guidelines.

   Vice Mayor Varnadore called the meeting to order at 7:01 p.m., followed by a moment of silence and the Pledge of Allegiance.

 

All persons intending to address the City Commission were duly sworn.

 

1.  Vice Mayor Varnadore presented the Farm City Week Proclamation to Patty Keen-Freed and Mike Ingram, and the Wreaths Across America Proclamation to Cookie Agan.

 

2.  CITY COMMISSION AGENDA APPROVAL

 

                       Motion:  Commissioner Williams moved, Commissioner Smith seconded, and the motion                                                            carried 5-0 to approve the October 19, 2020 Commission Agenda. 

 

 

3.  PUBLIC COMMENT

Gretchen Leclezio expressed that she is trying to lease the property at 907 5th Street West and request to have the termite dilemma resolved.  She asked to have this issue scheduled for the next meeting, and she stated that Jeff Burton, CRA Director, suggested that she attend the meeting tonight and request it.  Mrs. Leclezio added that she has a Letter of Intent from a potential tenant that she wants to give to the Board.

Mark Barnebey stated that a 30 days’ notice will go out, and the Community Redevelopment Agency Board (CRA) indicated that they will consider a lease.  Jim Freeman, City Clerk, stated that the next CRA Meeting is scheduled for December 7, 2020.

 

4.  CONSENT AGENDA

  d. Florida Division of Emergency Management (FDEM) DR 4486 Covid 19 Subgrant Agreement

 

                       Motion:  Commissioner Davis moved, Commissioner Cornwell seconded, and the motion carried                                                           5-0 to approve the Consent Agenda as presented by staff.

 

5.     RESOLUTION 2020-19: 2021-2025 CAPITAL IMPROVEMENT PLAN (M. Rayan, J. Freeman)

 

                   Motion:  Commissioner Williams moved, Commissioner Davis seconded, and the motion                                                       carried 5-0 to adopt Resolution 2020-19.

 

6.     RESOLUTION 2020-20 HALF CENT SALES TAX PROJECT LIST UPDATE (M. Rayan, J. Freeman)

 

                   Motion:  Commissioner Williams moved, Commissioner Cornwell seconded, and the motion                                                        carried 5-0 to adopt Resolution 2020-20.   

 

7.   RESOLUTION 2020-23 HALF CENT INFRASTRUCTURE FY 2021 BUDGET (M. Rayan, J. Freeman)

 

                  

                   Motion:  Commissioner Davis moved, Commissioner Cornwell seconded, and the motion                                                        carried 5-0 to adopt Resolution 2020-23.

10.   PALMETTO POOL UPDATE

Mark Barnebey, City Attorney, stated that the agreement is scheduled to go before the County Commission on November 10th, and he will be attending the meeting.

 

11.  POLICE DEPARTMENT BUILDING UPDATE

Scott Tyler, Chief of Police, thanked the Commissioners for their comments and participations.

12. DEPARTMENT HEADS COMMENTS

Mr. Rayan, PWD, stated that the paving for Fiscal Year 2020 and intersection projects were completed.  The GML contractors will start tomorrow on the man hole lining assignment, and the Chloramine House will be on line by the end of November.  Also, the Equalization Tank is being repaired, and the engineers are working on the MLK restrooms’ electric and plumbing.  Mr. Rayan added that the ZNS Engineering will submit the 60% Plans by the end of the month for Ward 1 Phase 3.

 

Mr. Freeman, City Clerk, reminded the Board that the next meeting for the Commission is November 16th. 

 

Chief Police Tyler reported that he is proposing that the Police Department purchase 4 Tahoe vehicles instead of the Ford Explorers.

 

Attorney Barnebey reminded the Board that the Florida Governor’s Executive Order that allowed virtual meetings will expire at the end of this month, and 3 Commissioners must be present in the Chambers to conduct business. He added that he will meet with Mr. Freeman on how to proceed forward.

14.  COMMISSIONERS       COMMENTS

Vice Mayor Varnadore said good luck to the campaigns, and everyone don’t forget to vote.

 

Commissioners Cornwell, Davis, Smith, and Williams communicated that everyone go out and vote.

 

Vice Mayor Varnadore adjourned meeting at 7:54 p.m.
