CITY COMMISSION MEETING

This Commission Meeting was conducted utilizing Communications Media Technology. Some Elected Officials and Staff members were present in the Commission Chambers while others were present via the Zoom application to respect the social distancing guidelines.

Mayor Bryant called the meeting to order at 7:01 p.m., and gave remembrance to The Attack On Pearl Harbor followed by a moment of silence and the Pledge of Allegiance.
All persons intending to address the City Commission were duly sworn.
Motion: Commissioner Williams moved, Commissioner Varnadore seconded, and the motion carried 5-0 to approve the December 7, 2020 Commission Agenda with the addition of the Veterans Parade During The Manatee County Fair was added as 5a.

Motion: Commissioner Williams moved, Commissioner Cornwell seconded, and the motion carried 5-0 to approve the Consent Agenda as presented by staff with the removal of item 3.H for discussion.
3H. COMMISSION AND HOLIDAY 2021 CALENDARS DISCUSSION
Commissioner Cornwell expressed her concerns regarding President’s Day and Spring Break dates schedules for the 2021 Commission Meetings. She asked if February 15th could be changed to February 22nd, and March 15th be changed to March 22nd.
Motion: Commissioner Cornwell moved, Commissioner Williams seconded, and the motion carried 5-0 to approve the City Commission Meeting Schedule as presented with changes from February 15th to February 22nd, and March 15th to March 22nd.
4. PUBLIC HEARING CONDITIONAL USE 2020-06 (K. Owens)
Kera Hill, Planning Analyst, discussed the Conditional Use 2020-06 for an electronic sign at Blackstone Park, which is located at 2112 14th Avenue West. She added that the sign will replace the existing sign onsite at the entrance at 14 Avenue West, and south of that entrance is Palmetto High School. The property is zoned public as well as future land use. This item was heard at the Planning and Zoning Board Meeting last month, and the Board moved to have the sign turned off at 11:00 p.m. and turned back on at 6:00 a.m., which is in accord with Manatee County Parks’ regulations for electronic signs. Ms. Hill requested the Board’s approval of proposed Conditional Use with conditions.
Mayor Bryant opened the public hearing.
Mayor Bryant asked if there were any comments or questions, and there were none.
Mayor Bryant closed the public hearing.
Motion: Commissioner Williams moved, Commissioner Smith seconded, and the motion carried 5-0 to approve Conditional Use 2020-06 with recommended conditions by staff with stipulations.
AN ORDINANCE OF THE CITY OF PALMETTO, FLORIDA, REGARDING PROHIBITED ACTIVITIES IN CITY PARKS, AT CITY FACILITIES, AND ON PUBLIC PROPERTY AND FACILITIES WITHIN THE CITY OF PALMETTO; AMENDING CHAPTER 20 OF THE CITY CODE OF ORDINANCES; AMENDING THE HOURS OF OPERATION FOR CITY PARKS; PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.
Motion: Commissioner Varnadore moved, Commissioner Williams seconded, and motion carried 3-2 to direct staff to schedule a public hearing on Ordinance 2020-11. Commissioners Smith and Cornwell voted no.
a. Veterans Parade During the Manatee County Fair
Motion: Commissioner Varnadore moved, Commissioner Jones seconded, and the motion carried 3-0 to approve the Veterans Parade During The Manatee County Fair. Since Commissioners Cornwell and Williams are on the Manatee County Fair Board, they did not vote.

MAYOR BRYANT RECONVENED THE CITY COMMISSION MEETING AT 8:27 P.M.
7. PURCHASE CONTRACT 440 10TH AVENUE WEST (M. Barnebey)
Motion: Commissioner Varnadore moved, Commissioner Williams seconded, and the motion carried 5-0 to approve the purchase of 440 10th Avenue West and authorize CRA presiding officer to sign contract.
9. PALMETTO POOL UPDATE
Mayor Bryant informed the Board that the Palmetto Pool Project broke ground. Mr. Burton, CRA Director, asked if the signed contract has been returned. Attorney Barnebey stated that he will check on it.
10. POLICE DEPARTMENT BUILDING UPDATE
Chief Police Tyler stated that a zoom meeting is scheduled tomorrow for engineering details. Mr. Rayan, Public Works Director (PWD), reported that the 50% submittal from the architects are forth coming, and the civil work is ongoing. Mr. Rayan also stated that within a couple months, we will receive the final drawings and will be able to address the cost of the Police Department project.
COMMENTS:
11. DEPARTMENT HEADS COMMENTS
Mr. Rayan, PWD, gave updates on the various projects throughout the City. Chloramine Injection Project completed and will be online by end of January 2021, MLK Restroom drawings are forth coming, and construction will begin in January 2021. Mr. Rayan added that there will be a temporary service interruption on December 8th on 4th Street between 9th and 10th Avenue.
Attorney Barnebey gave an update on the 7th Street Extension. He stated that weekly discussion is ongoing with the hotel developer regarding financial matters due to Covid-19, so the project is hindered slightly.
12. MAYORS REPORT
Mayor Bryant acknowledged the below events and gave her appreciation.
· Former Commissioner Jonathan Davis’s worked with the Tampa Bay Region Council, and Commissioner Jones will be the replacement, and Commissioner Smith will be the alternate.
· Congratulated Commissioner Williams on an acceptable job with the Florida League of Cities.
· December 17th, Employees’ Appreciation Day, hot meals will be delivered to the employees and goodie bags.
· December 18th, 7-11 will open and more information forth coming.
· December 19th, Wreathes Across America, Manatee Memorial Park, at 10:00 a.m.
13. COMMISSIONERS COMMENTS
Commissioner Williams recognized Blalock Walters Law Firm as voted as the Best Law firm by US News and stated that they do a great job for the City.
Commissioner Cornwell acknowledged that her son graduated from college.
Penny Johnston, Executive Assistant, stated that the City applied for the Toilet Grant Rebate and was approved.
Commissioner Smith asked Chief Tyler if everything was going good with the Police Department, and Chief Tyler responded yes. Commissioner Smith asked Mr. Rayan, PWD, about getting sidewalks in Ward 1. Mr. Rayan replied that the engineers are responding to Public Works’ comments, and the City is waiting on CDBG grant decision.
Commissioner Jones stated that he was glad to see all the Commissioners present, and is wants to meet with Ward 1, 2, and 3 for feedback.
Mayor Bryant adjourned the meeting at 9:06 p.m.
