This Commission Meeting was conducted utilizing Communications Media Technology. Staff members were present in the Commission Chambers while others were present via the Zoom application to respect the social distancing guidelines.

Mayor Bryant called the meeting order at 7:00 p.m., followed by a moment of silence and the Pledge of Allegiance.
All person intending to address the City Commission were duly sworn.

2. CITY COMMISSION AGENDA APPROVAL
Motion: Commissioner Williams moved, Commissioner Varnadore seconded, and the motion carried 5-0 to approve the February 22, 2021 City Commission Agenda.

Motion: Commissioner Williams moved, Commissioner Varnadore seconded, and the motion carried 5-0 to approve the consent agenda as presented by staff.
5. LIEN REDUCTION REQUEST (M. Barnebey/J. Freeman)
Motion: Commissioner Varnadore moved, Commissioner Williams seconded, and the motion carried 5-0 that the Commission hereby approves the request of the property owner of 401 17th Street West, Palmetto Florida to reduce the amounts owed on the utility lien and code enforcement lien on the Property to $3,500.00 total and shall be paid in 30 days, otherwise, the request will be null and void.
Attorney Barnebey informed the Board that this was a request for a new sublease for Regatta Pointe Marina between SHM Regatta Pointe, LLC and the City of Palmetto, and it replaces the current lease. He also introduced Bill Galvano, Representative for Safe Harbor Marinas (SHM) Regatta Point, who was present to address the Board.
After giving a narrative on Safe Harbor Marinas’ (SHM) history, Mr. Galvano summarized SHM’s commitments that were outlined in the new sublease.
Attorney Barnebey commented that he has not seen the documentations for the capital improvements that were done onsite, so the agreement is subject to finalization pertaining to section 4 of the agreement.
Jason Hogg, SHM Representative, who telephoned into Zoom Meeting, expressed his enthusiasm for the continual partnership with the City of Palmetto. And, he thanked Attorney Barnebey and City Clerk Jim Freeman for the productive work that was done to complete the agreement.
Commissioner Williams inquired about the improvement credits and renewal arrangements. Attorney Barnebey answered that SHM completed approximately $780,000 capital improvements, and documentation is forth coming. Then, Mr. Galvano addressed the renewal arrangements and stated that within the last 5 years of the initial term, SHM will make another million dollar investment beyond the 7 million to renew the agreement.

Jocelyn Nixon, business owner, requested to make a public comment and questioned Regatta Pointe Marine’s new lease. Attorney Barnebey explained that the new lease allows additional time to amortize the investments made to the site. Then, Mayor Bryant added that the current lease did not add any income to the City. Mr. Galvano, SHM, reiterated that it is a partnership between the City and SHM.
Motion: Commissioner Varnadore moved, Commissioner Williams seconded, and the motion carried 5-0 to approve the new Sublease for Regatta Pointe Marina between SHM Regatta Pointe, LLC and the City of Palmetto subject to the approval of the final credit number being approved by the Mayor, City Clerk, and City Attorney.
After substantial discussion, the Board decided that no further action was necessary.
STANDING AGENDA ITEMS:
9. TRAFFIC UPDATE
Mayor Bryant reported that letters were received from Manatee County School District and others regarding the 23rd Street modifications. She also stated that a no left turn sign will be installed anytime.
10. POLICE DEPARTMENT BUILDING UPDATE
Mr. Rayan, Public Works Director (PWD), reported that $300,000 was spent on the Police Building design drawings. And, Chief Tyler advised that he met with Architectural Design Group (ADG) onsite about the fixtures and waiting to receive the cost amount.

11. DEPARTMENT HEADS COMMENTS
Mr. Rayan, PWD, thanked the First Baptist Church and Penny Johnston, Executive Administrative Assistant, for their help at the Estuary Park. He reported that the I&I Project was completed. And, the Chloramine House and MLK Projects are ongoing.
Mr. Freeman, City Clerk, reminded the Board about the upcoming meetings scheduled March 1st. He stated that the Connor Park Project will be on the Workshop and CRA agendas. He announced that during the second Workshop Meeting in March, the Celebration Center and Sutton Park will be discussed.

12. MAYORS REPORT
Mayor Bryant asked the Commissioners to give updates on the committees that they serve. Commissioner Varnadore commented that the 4H Foundation’s activities have been limited due to Covid-19, however, they volunteered at the Manatee County Fair. Commissioner Williams stated that the Florida League of Cities are preparing legislative priorities. Commissioner Cornwell mentioned that she had not received the Historical Board’s meetings information, and the Manatee County Fair was a success in-spite of Covid 19. Commissioner Jones stated that he will be attending the Tampa Bay Regional Board’s first meeting on March 8, 2021.
13. COMMISSIONERS COMMENTS
Commissioner Williams inquired about the railroad tracks crossing repairs on 7th Street, and Mr. Rayan replied that the company thinks that the City should pay the $400,000 crossing repairs. Attorney Barnebey responded that he will look into it. Then, Commissioner Williams wanted to know when the Park Hours would be brought back to the Board, and Attorney Barnebey answered that it can be added to the City Commission Meeting scheduled March 1, 2021 at 7:00 p.m.
Commissioner Jones asked about the standardized color pallet for exterior paint on commercial structures pertaining to the old Kentucky Fried Chicken Building. Attorney Barnebey replied that the CRA does have color palettes that the businesses are supposed to comply with and will check on it. Commissioner Jones reported that a low power line located on 12th Street, and Chief Tyler responded that he followed up with Florida & Power Light (FPL) and was told that it will be replaced, however, he will contact them again.
Mayor Bryant informed the Board that Traffic Tuesday has a link that provides information on traffic and other vital data.
Commissioner Williams reported that he will not be able to attend as an alternate for Commissioner Jones on the Tampa Bay Regional Board and requested ligations updates. Attorney Barnebey replied that he will check on the ligations.
Mayor Bryant adjourned the meeting at 8:08 p.m.
