1. Mayor Bryant called the meeting to order at 5:00 P.M.
1. CITY COMMISSION AGENDA APPROVAL
MOTION: Commissioner Williams moved, Commissioner Jones seconded, and the motion carried 3-0 to approve the November 9, 2022 Special City Commission Emergency Meeting Agenda.

3. RESOLUTION 2022-30 STATE OF EMERGENCY TROPICAL STORM NICOLE
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PALMETTO, FLORIDA, DECLARING A STATE OF EMERGENCY AND THAT EMERGENCY MANAGEMENT PRACTICES AND APPLICABLE PROVISIONS OF THE CITY OF PALMETTO EMERGENCY PREPAREDNESS PLAN SHALL BE INSTITUTED; PROVIDING FOR AN EFFECTIVE DATE.
MOTION: Commissioner Williams moved, Commissioner Jones seconded, and the motion carried 3-0 to approve Resolution 2022-30 State of Emergency Tropical Storm Nicole.
Mayor Bryant explained that, following other governmental agencies in Manatee County, and so as not to draw people onto the roads during Tropical Storm Nicole, the City offices including CRA, City Hall and Public Works would be closed November 10, 2022. The Police will be working as scheduled and Public Works staff would be on-call, if needed. If called upon, staff would be paid 1.5 times their regular pay rate, which could be reimbursed by FEMA.
Mr. Freeman mentioned that he would be amending the agenda for next week by adding two topics including Keep Manatee Beautiful and Adopt-a-Park. Commissioner Jones opined that he does not want to just throw things on the agenda. These are not an emergency. Commissioner Jones understood that Mr. Colon’s last day is December 13, 2022, so staff was trying to share the additional information with the Commissioners as soon as possible. Commissioner Williams suggested that the Commission be flexible with the 10-day limit. Commissioner Smith did not think the additional items should be added to the November 14, 2022 Agenda.
Mayor Bryant adjourned the meeting at 5:09 p.m.
