1. Mayor Bryant called the meeting to order at 7:00 pm, followed by the Pledge of Allegiance, and Pastor Ron Shipp from St. John’s Missionary Baptist Church gave the invocation.
All persons intending to address the City Commission were duly sworn.

MOTION: Commissioner Cornwell moved, Commissioner Williams seconded, and the motion carried 5-0 to approve the Consent Agenda as presented by staff, with the deletion of item 4c.
The three title blocks for items 5-7 were read into the record.
Brad Cornelius, contracted City Planner with Wade Trim, gave a background of the project. Manatee School for the Arts plans to add an Elementary School to their facility. Mr. Cornelius highlighted each of the Ordinances and each of their purposes. The Planning and Zoning Board recommended approval with the change of staggering start times of the schools to help with traffic build up in the area.
Commissioner Jones questioned if they had a copy of the traffic study. Jason Coates, Shroyer Drapala Engineering, responded that it was included in the Agenda packet. Commissioner Jones also asked if they are going to widen 15th Avenue Drive East. Mr. Coates answered that they are not planning any changes to 15th Avenue Drive East. They are going to stagger arrival and dismissal times to help with traffic.
Commissioner Williams asked if there was going to be an internal road extending North into the East towards the retention pond. Mr. Coates responded that is not part of the plan at this time, but they are going to leave it available for potential future use.
Mayor Bryant opened all three public hearings at 7:17 pm. Mayor Bryant closed the three public hearings at 7:18 pm after seeing there was no public comment.
5. PUBLIC HEARING ORDINANCE 2022-13- MANATEE SCHOOL FOR THE ARTS- SMALL SCALE FUTURE LAND USE AMENDMENT ON 0.8 ACRES AT 1419 US 301 N (K.HILL/B.CORNELIUS)
AN ORDINANCE OF THE CITY OF PALMETTO, FLORIDA APPROVING A SMALL SCALE FUTURE LAND USE MAP AMENDMENT TO THE CITY’S COMPREHENSIVE PLAN; CHANGING THE FUTURE LAND USE MAP DESIGNATION FOR THE TERRITORY HEREINAFTER DESCRIBED FROM GENERAL COMMERCIAL FUTURE LAND USE MAP DESIGNATION TO PLANNED COMMUNITY FUTURE LAND USE MAP DESIGNATION, ON APPROXIMATELY 0.80 ACRES MORE SPECIFICALLY LOCATED AT 1419 US 301 N, CONSISTENT WITH THE GOALS, OBJECTIVES, AND POLICIES OF THE ADOPTED COMPREHENSIVE PLAN, AS REQUIRED BY SECTION 163.3187, FLORIDA STATUTES; PROVIDING FOR CONFLICT, SEVERABILITY, AND AN EFFECTIVE DATE.

MOTION: Based upon the staff report, the comments made at the public hearing,

AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF PALMETTO, FLORIDA; APPROVING ADOPTION OF AN AMENDMENT TO THE GENERAL DEVELOPMENT PLAN FOR THE MANATEE SCHOOL FOR THE ARTS ON APPROXIMATELY 32 ACRES OF PROPERTY; GENERALLY LOCATED ON THE EAST SIDE OF HABEN BOULEVARD AND SOUTH OF U.S. 301 N; PROVIDING FOR FINDINGS OF FACT; PROVIDING FOR CONFLICT, SEVERABILITY, AND AN EFFECTIVE DATE.
MOTION: Based upon the staff report, the comments made at the public hearing,
and finding the request to be consistent with the City of Palmetto
Comprehensive Plan and Zoning Code, Commissioner Cornwell moved
to approve Ordinance 2022-15 with the staff and Planning & Zoning
Board stipulations. Commissioner Williams seconded, and the motion
carried 5-0.

9. DEPARTMENT HEADS’ COMMENTS
Mr. Freeman reminded the Commission of the upcoming meeting dates. The Agendas for the December 5th meeting will be published tomorrow, November 29th. The next meeting will be on December 19th.
Mr. Rayan gave the following updates:
· Manhole lining is ongoing.
· Paving program- they started and completed some of their projects. They are also looking to make improvements around the new Police Department at 8th Ave Dr, between 7th Street and 9th Street.
· New Police Department is going well. They are having problems getting items for the project-generator.
· An outside contractor hit the potable water force main on Haben Blvd and US 41. Their crews worked all night to fix the repair. There is no reuse water at this time. The reclaimed water is still off. They are hoping to get it back on quickly as an initial repair on 14th Ave W and 21st St. failed.
Commissioner Williams questioned the capacity of the ASR well, Aquifer Storage and Recovery, since they aren’t pulling water out. Mr. Rayan responded that they turned it off for the entire City. They are working with the DEP to get a permit modification to draw any amount of water at any time.
Mr. Colon noted that they are preserving items that will be included in an exhibit at the historic projects they are working on. On December 12th the equipment will be put at the Lamb Park site for the P3 parking project. Excavation will be coming within the next couple of weeks at the Slicks property to remove the rest of the contaminated soil.
10. MAYOR’S REPORT
Mayor Bryant informed the Commission that there will be an update on the Safe Harbor Marina at the December 5th Meeting.

11. COMMISSIONERS’ COMMENTS
Commissioner Jones asked Mr. Rayan for a MLK restroom update. Mr. Rayan answered that the lift station was delivered. They are looking for an electrical contractor. The Electrical panel is still outstanding.
Commissioner Cornwell reported on the Historical Board meeting. They need volunteers on Saturday, December 3rd. They have chosen the artist stamp work from a local middle school student, and they are working to create the stamp. They also discussed creating a historic looking building that will have humidifiers built into it and be a carriage house design. The purpose will be for archived storage, but it will also be able to be used for small events on the bottom floor. They will come to the City to discuss the electricity for the building. Commissioner Cornwell also attended the Fair Board Meeting. They will be creating a game room in the exhibition hall this year.
Commissioner Mathews thanked everyone for a great meeting.
Commissioner Williams discussed damage at the Fairgrounds. They are moving forward with completing these projects before the Fair begins in January. The theme of the Fair this year is “What a Sight to See in 2023”. Commissioner Williams reported that the food bank he works with at First United Methodist Church served 368 families last Tuesday morning and gave away 100 turkeys that were donated. The Police Department is working on a list of broken streetlights to pass along to Public Works. Mr. Rayan commented that the City’s Christmas decorations started going up today. He also mentioned that they had crews out the Friday night prior to holidays to survey streetlights needing to be fixed. They do a survey once a month. It is a constant survey that is being done. The Boat Ordinance will be on the December 19th agenda for public hearing.
Mayor Bryant stated that the Palmetto Police Department and Penny were at both the Sheriff’s and Mr. Bellamy’s event along with at Mount Caramel’s giving out Turkey dinners prior to Thanksgiving.
Commissioner Smith questioned when the reclaimed water will be on at 5th Street. Mr. Rayan responded that it is on, it is the residents’ responsibility to make the connection.
Mayor Bryant adjourned the meeting at 9:03 pm.
