This CRA Board Meeting was conducted utilizing Communications Media Technology. Some Staff members were present in the Commission Chambers while others were present via the Zoom application.

1. Mayor Bryant called the meeting to order at 7:15 pm
2. CRA BOARD AGENDA APPROVAL
MOTION: Ms. Joiner moved, Ms. Cornwell seconded, and the motion
carried 5-0 to approve the August 12, 2024 CRA Board Agenda.
3. PUBLIC COMMENT
Betty Sailes Rhoades thanked Mr. Rayan’s department who helped with the flood water on 8th Avenue and 10th Street. Another area needs to be looked at on 17th Street. She also noted that she hadn’t seen the sign up yet at Lincoln Park. Mr. Johnson responded that it is being worked on.

MOTION: Ms. Joiner moved, Mr. Williams seconded, and the motion carried
5-0 to approve the Consent Agenda as presented by staff.
5. CRAAB MEMBERS’ TOUR RESULTS (INFORMATIONAL ONLY)
Mr. Johnson noted that the tour was requested by the Advisory Board members, and they addressed particular areas of concern throughout the CRA. As stated in the point paper, they are working with the appropriate departments to address the list of concerns.
Mr. Jones asked how they are prioritizing the list. Mr. Johnson stated that they didn’t prioritize the list. They are allowing City staff to look through the list.
Mr. Williams asked if they could use that list to see what they’re already doing in the City and ensure that the CRA doesn’t have to do something that is already in the works. Mr. Johnson answered yes, they are collaborating with the City departments.
6. CRA DIRECTOR’S COMMENTS
Mr. Johnson noted that the Lincoln Park sign is a priority, and they are working with the two vendors on the installation of them.
7. CRA PRESIDING OFFICER’S COMMENTS
Mayor Bryant noted that she liked the presentations at the Workshop earlier today. She also opined that their partnership with KMB is a wonderful asset.
8. CRA BOARD MEMEBERS’ COMMENTS
Ms. Joiner spoke on the Women’s Club and asked what the next steps are to move the basketball courts and to move forward with the park on 14th Avenue. Mr. Freeman reported that Fawley Bryant is currently working on a design to bring back to the Commission for the recreation area on 14th Avenue. They are working on that, and it will be presented to the Commission at a Workshop.

Ms. Cornwell emphasized that it was incredible to see what was presented to them at the Workshop, regarding the Veteran’s monument. As a Board, they have already set aside funds for art on Haben Blvd. They already have a line item there to start with. It will eventually come back to them to approve for the costs. They have already set aside $95,000.
Mr. Williams discussed moving the basketball courts from the CRA to the City. Mr. Freeman spoke about the funds that are being allocated and noted that it will depend on the estimate that comes back. The funds will come from CIP and other funding, possibly parks or grants, or impact fees. Mr. Williams asked if it would be easier if the property was in the CRA. Mr. Williams stated the CRA could buy the property. Mr. Johnson did not believe they could. Mr. Barnebey will look into it. CRA funds currently can’t be spent on the 14th Ave property. The renovation of Lamb Park could be funded by CRA though. Mr. Freeman noted that they have allocated $600,000 to the CIP budget. Maybe they can phase it.
