1. Mayor West called the meeting to order at 8:16 pm.

MOTION: Ms. Cornwell moved, Ms. Joiner seconded, and the motion
carried 5-0 to approve the December 2, 2024 CRA Board Agenda.
3. PUBLIC COMMENT
Betty Sailes Rhodes spoke on the MLK/multi-cultural event.
Charles Newsome, Chairman of the Palmetto Youth Center, spoke on the ReEnvision project. He was in favor of their proposed development.

Mayor West opened the Public Hearing at 8:24 pm.
Ms. Young-Gopie, CRA Director, gave an overview of the unsolicited proposal for the development by ReEnvision. There are six properties that would be elite workforce housing and senior housing, one property would be for sale at market rate.
Frank DuBois and Mikhail Scott spoke about their proposals. Their updated PowerPoint was included in the Minutes. They went through each specific site and their design plans. Their team will expand, and each project will have a group of people working on it. The project at 301 7th Ave West would be for market rate housing. This project would take longer to develop.
Ms. Powers clarified the addresses that are part of the unsolicited proposals. She asked Ed Johnson or Rowena Young-Gopie to address the project at 301 7th Ave West. Ms. Young-Gopie spoke on 301 7th Ave West. She noted that they are getting all of the parcels appraised. They are most likely looking to sell the parcel at 301 7th Ave W. Ms. Powers also noted that there is no action request tonight. She went on to clarify Florida Statute requirements for unsolicited proposals. There will be a second public hearing on January 6th, 2025.
Mr. Freeman also explained why the 301 address wasn’t listed on the Agenda but was included in the advertisement in the paper. All seven of the properties are part of the unsolicited proposal.
Betty Sailes Rhodes thought these projects were a great idea.

This is the first of two public hearings that are required by F.S. Section 255.065(3)(c). A second public hearing will be held later in December 2024 or January 2025 for a final decision on the unsolicited proposal in accordance with Florida Statute.
6. CRA DIRECTOR’S COMMENTS
Ms. Young-Gopie shared that they celebrated the Palmetto Marriott’s 1st Annual Christmas Tree Lighting last Friday.
7. CRA PRESIDING OFFICER’S COMMENTS
No additional comments.
8. CRA BOARD MEMEBERS’ COMMENTS
Mr. Williams asked for start and completion dates on all these properties. 301 7th Ave W will start later, all the rest will start right away. Mr. DuBois continued to clarify their elite workforce housing phrase. Discussions continued between Mr. Williams, Mr. DuBois and Mr. Scott regarding the timing and asks/risks of these projects.
Ms. Cornwell asked that the next time they present, they list the projects in order that they will: start, complete, what the properties previously were, what they currently are, including before and after pictures, and the profit they will bring to the City/CRA.
