ADVISORY BOARD MEETING

July 31, 2020

Chair Washington call the meeting to order at 2:02 p.m., followed by a moment of silence and the Pledge of Allegiance.

 

 

1. CRA ADVISORY BOARD AGENDA APPROVAL

 

Motion:     Mrs. Gaulien moved, Mr. Washington seconded, and the motion carried 2-0 to approve the July 31, 2020 CRA Advisory Board agenda.

 

2. PUBLIC COMMENT

No comments.

 

 

3. APPROVAL OF MINUTES                                                                                                   

 

Motion:           Mrs. Gaulien moved, Mr. Washington seconded, and the motion carried 2-0 to approve the July 23, 2019 CRA Advisory Board minutes.

 

 

4. ELECTION CHAIR AND VICE-CHAIR

 

Motion:           Mr. Washington moved, Mrs. Gaulien seconded, and the motion carried 2-0 to elect Mrs. Gaulien as chair of the CRA Advisory Board.

 

Motion:           Mrs. Gaulien moved, Mr. Washington seconded, and the motion carried 2-0 to elect Mr. Washington as vice chair of the CRA Advisory Board.

 

 

 

5. COMMUNITY POLICING INITIATIVE PLAN (CPIP) BUDGET                         

Chief Tyler made a presentation on the 2020-2021 CPIP Budget Request. A copy of the presentation is attached to the minutes. This year there is a reduction in the funding for officers from 6 full-time and 2 part-time to 6 full-time and 1 part-time. This funding will include their salaries as well as the cost of their vehicles, fuel, and the security for the CRA events.

 

He displayed a synopsis of the Uniformed Crime Report (UCR) that shows a decline of approximately 10 percent this year as compared to last year as it relates to Part 1 offenses (murder, rape, burglary, arson, etc.) in the CRA.

 

Chief Tyler displayed mapping showing the CRA boundary, the City limits and incidents per density within both those boundaries. A copy has been made a part of the minutes.

 

6. FISCAL YEAR 2021-2022 BUDGET DISCUSSION                                   

Mr. Misco discussed the budget as attached to the Agenda. It is a balanced budget of approximately $7.3M. The estimated tax increment funds (TIF) from Manatee County are $2.2M.

 

The Board questioned why the funding for one code enforcement officer was for salary only; why is the CRA not responsible for the vehicle and fuel as is done for law enforcement. Mr. Misco will review with Mr. Burton to understand why that is not the same.

 

Discussion occurred regarding the various projects like Connor Park, Seahorse Statue, 10th Avenue revitalization and parking.

 

Motion:     Mr. Washington moved, Mrs. Gaulien seconded, and the motion carried 2-0 to approve the Fiscal Year 2021 Budget with changes as requested.

 

7. REEF AT RIVIERA PRESENTATION

Derek Schilling, Braun, discussed the Reef at Riviera Project in Palmetto. A copy of the letter is attached to the minutes. The project will be along Haben Boulevard near Manatee School for the Arts. He discussed the submittal of the site assessment status report and the submission to Florida Department of Environmental Protection (FDEP) by the end of August.

 

The Board had no questions.

 

Chair Gaulien adjourned the meeting at 3:13 p.m.
